INSCT Research Assistants
Nicholas J. Armstrong

Nick is a
M.P.A. candidate in the Maxwell School of Citizenship
and Public Affairs pursuing an INSCT Certificate of
Advance Study in Security Studies. He is a
graduate of the U.S. Military Academy at West Point and holds a
B.S. in Engineering Management. While serving as an active duty
Army officer for seven years, Nick held multiple leadership and
staff positions, including serving as both a General Officer's
Aide and speechwriter in the 10th Mountain Division.
Nick also served on operational deployments to Iraq, Afghanistan
and Bosnia and is a U.S. Army Ranger and Airborne Parachutist.
Now a Captain in the New York Army National Guard, he plans to pursue a career in the national security field.
Catherine G. Baker
Catherine Baker is a JD candidate pursuing the INSCT Certificate
in National Security and Counterterrorism Law. She graduated
from Bucknell University in 2002 with degrees in International
Relations and Spanish. After college, Catherine moved to Spain
for one year to work as a teaching assistant at The American
School of Madrid and perfect her Spanish skills. She then worked
for two years as a paralegal for a corporate employment
immigration firm before deciding to pursue a career as an
immigration attorney. During law school, Catherine has interned
for the Department of Justice Executive Office for Immigration
Review, the Hiscock Legal Aid Society, and a business
immigration law firm. She is excited to serve as an INSCT RA
this year, and is looking forward to assisting in the
realization of counter terrorism conferences and literature,
particularly as they relate to the field of immigration law.
Michael J. Messinger

Mike is a JD candidate in the Syracuse University College of Law
and graduated from Baylor University in December, 2004 with a
degree in Political Science and a minor in Business
Administration. Before attending law school, Mike served in a
variety of fields as a legal intern for a criminal defense
attorney, Research Assistant for the Burton Blatt Institute and
extern for Corporation Counsel in the City of Syracuse. Upon
completion of law school, Mike plans to pursue a career in
federal law enforcement.
McKay Tolboe

McKay is in his 3rd year of law school at the
Syracuse University College of Law and graduated from the
University of Utah with a degree in Political Science. Prior to
attending law school McKay worked on a number of political
campaigns, served as an intern for U.S. Senator Orrin Hatch and
as the aide to the President of the Utah State Senate. His
studies have included international law, national security law
and federal regulatory law. He is married and is the
father of two children. Currently he is researching the
status of private security contractors under international laws
of armed conflict
