"Homeland Security 3.0:  Building a National Enterprise to Keep America Safe, Free and Prosperous"

This CSIS and Heritage Foundation report examines homeland security as a national enterprise, not as a governing agency.  The focus of the project was to identify policies that must be implemented within two years of a new presidential administration.  INSCT Director William Banks served on the project's Task Force.
