History & Ethics of Intelligence Community Behavioral Research

A Discussion with Dr. Jonathan D. Moreno

The history and ethics of behavioral research for National Security and Intelligence is fascinating and often surprising. Dr. Jonathan Moreno will describe how the Academic Intelligence Communities interacted in the years following World War II, how those interactions led to some of the early research ethics codes as well as scandals, and how these issues have resurfaced since the Sept. 11, 2001 attacks and in the context of the “enhanced interrogation” controversy.

Jonathan D. Moreno is the David and Lyn Silfen University Professor of Ethics and Professor of Medical Ethics and of History and Sociology of Science at Penn. He also holds a appointment as Professor of Philosophy. He is a Senior Fellow at the Center for American Progress in Washington, DC, where he edits the magazine Science Progress. He was a member of President Barack Obama’s transition team for the Department of Health and Human Services.
